Yes they can use the satelites just like anyone else however the United States has codes which increase the accuracy of any co-ordinates for military applications. Only the U.S. and whoever it wishes to give these codes to has them. So North Korea can use the codes for military applications but they won’t be anywhere near as accurate as the U.S. accuracy and if the U.S. wish to in a time of war they can completely disable, or throw off the civilian codes. The USAF runs and maintains world GPS.

That is a stupid question… of COURSE they can use it… otherwise, how could you take a GARMIN GPS receiver to EUROPE or ASIA and have it work just like it would in AmeriKa.

GPS satellites were placed there by the military. I’m sure they thought of the possibility of it being used by other military against them. That being the case, my guess is they have the ability to change their transmitting frequency or simply turn them off an on at will should the feel the need.

They would have access to civilian GPS systems just like everyone else, but using military GPS, no they would not have access to it, unless their countries decided to get into the space program and do it themselves.
