I have a Samsung SCH-U540 cell phone. It has a GPS chip which is always on and can never been turned off. The manufacturer says it’s so if you ever need to call 911 they can automatically track where you are.

There is also an optional always-on GPS tracking feature, which I have already turned off.

Is there a way to hack the phone to remove all GPS tracking capability- both 911 and non-911 tracking?

Not sure about hacking the phone to turn off the 911 feature that is still on. The 911 feature gps is a benefit if you need to call 911. If you call 911 and they can access where you are you won’t have to know the exact address you are. Could save someone’s life, even yours. Example, if you are on an interstate do you always know exactly where you are? If you are like 99.99% of people, you don’t.
