    You are mixing two concepts here, I think. If the cell phone has GPS then, Yes, it needs to be powered on so that the service provider could locate where it is. If the cell phone does not have a GPS, then also yes, since the triangulation from the cell towers require that the cell phone is transmitting signals. Rahul
