Do GPS devices already have maps pre-loaded in relation to the country they are made/intended to be used in? Or can they be used universally?

Depends on the unit / which sftwr it has on it right now. Usually you have to have maps loaded into them for the region of the world that you will be going to in order to have any level of greater detail.
I had to load new maps when I went to Europe for my GPS.

    GPS’s can be used universally.

However, most GPS’s that I am familiar with have limited memory so they usually come pre loaded with maps of the country in which it is purchased. USA bought GPS would have USA maps pre loaded. I believe you can buy/dowload european maps BUT they would overwrite the USA maps. Therefore, if you plan to do this you would need to backup the USA maps before installing the Europe maps. If you don’t do this then I think you will have to buy the USA maps all over again.

Any GPS will work world-wide. The satellite system covers the entire globe. You just need to make sure the GPS comes with the maps you need or that you can download and install them. You should be able to have the UK maps downloaded and installed before you leave for the UK.
