How to locate other’s GSM location without GPS?

Technically it can be done, using triangulation. That is, by measuring the signal strength at nearby GSM antenna’s, the handset’s location can be defined more or less accurately. If the GSM operator has the right SW, he can have that data but it’s not accessible to anyone because of privacy concerns.
Some operators offer applications based on that data though.
