In order for someone to track a vehicle using a GPS tracking system those the vehicle need to have a tracer?

    Exactly, the vehicle would have to have a GPS tracking device.

    Yes, because the vehicle needing to be tracked would need some sort of system to be connected with the GPS tracking it.

    I use these all the time. The vehicle would have to have a tracking device on it. They can be hard wired in or temporarily attached with a magnetic box like the one I use. It uses both GPS technology and cell phone towers to track its position.

    There are even cell phones you can buy and drop under a seat that will give you tracking ability but they are not as accurate.
