Is there some kind of gps system I can put in my cats coller?

Yes and with a two second Google search you can find several Thing is, though, they’re very pricey so someone can easily remove and steal it. Collars also pose a choking hazard so you’ll locate your cat and find it strangled to death on a fence post or branch.
If you want to know where your cat is at all times KEEP IT INDOORS WHERE IT BELONGS. It’s only a matter of time before your cat ends up run over by a car or eaten by a coyote or other animal in the woods by your house.
