I have a GPS problem that i need help to fix quickly?

my tom tom is fairly new, i got it for Xmas, and I’ve used it on a trip once. However, my brother took it on a road trip and gave it back to me broken. It keeps saying: “Waiting for a valid GPS signal…” I need it tomorrow so is there anyway to fix it? restarting hasn’t helped.

My brother is at a friends house & he constantly lies about where he is. He’s 14 & very untrustworthy. is there any way i can see where he is using his phone? does the phone have a gps that I can see from the internet?
