Need information about a GPS Platform to use with my generic GPS device bought off of eBay?

I want to know if there is any platform (preferably free) that I can use to track the device. It’s not possible to install software onto the device but it allows you to input the IP, APN, APN account etc to point towards the platform.
What feature to watch out for on new GPS purchase?

Does anybody know where to get a battery for a GPS?

If a GPS becomes discountinued from the manufacturer do they still make the updated maps for it?
