Do Minnesota law allow mounting a GPS unit on the windshield?

I work at a retail store and I wanted some tips on how to sell accessories with GPS units?

Where is the best place in my car to put my portable GPS so it is least distracting?
Do I have to mount a GPS on the dash or windshield in my car or can I set it on the console near the ashtray?

I can spend up to $800 but don’t want something that expensive if something cheaper will do what I need. I want to attach it to windshield, easily removable. I also need something I can readily buy at a store in Denver, since we leave on a 2,000 drive cross country Thursday morning.
