    GPS data can be had from cell phones with GPS capability. GPS/cell phone combinations can be planted in vehicles. That one’s not legal most places. To do it illegally, you just do it.

    Remember the devices usually require a license to operate as an operative.
    It is illegal because of the FCC and the right to privacy.
