Which GPS would work best as a motorcycle speedometer?

don’t do it ,it is NOT a legal replacement ,find a cheap second hand one from either the breakers or e-bay,you may get away with it but if plod see it your DOOMED,,anyway it may crap your insurance if you have a blat so it’s not worth the effort.
Garmin Nuvi…get the small screen version
nuvi 220 is the smallest one they make i think…
A Sigma bicycle speedometer (about $25) work just fine, unless your bike is a single, in which case the vibes may cause it to reset and cycle through its menus randomly.
For a minimalist GPS, the Garmin Etrex models are about the size of a fat cell phone. A basic model should be down under $100. For all I know, there are less expensive ones around by now. The technology is getting cheaper all the time.
A GPS may be susceptible to vibration too, unless you hard-wire it to your bike’s electrical supply. Be sure you get one that is weather-proof.
On a cross country trip my speed sensor went out. I used a Zumo 550 for over 7,000 miles with no problem at all. You can also keep track of your gas mileage with it. I have owned many GPS units and the Zumo 550 is by far the best ever.

Get your regular speedometer fixed. GPS speed indications are great most of the time but they do drop out in tunnels, tree lined roads and heavily built up areas (where the most speed traps are likely to be found). GPS is a great addition to a bike but it’s not a replacement for a speedometer or odometer.
Speedometer is not a legal requirement. The law states that if you have one it must work. (Just like blinkers not required but must work if installed, in most states) Required EQ is hi/lo headlite, tail lite, horn and only one mirror, one brake and brake lite (if newer than July of 1941).
I am just going by the regs in Colorado as you did not state where you are located, your State may have different requirements!
